Point the laser at the atmospheres limit then define the frequency as ration 1:10 as the Earth to the atmosphere . The only problem ,being that when this becomes usable everywhere in the universe that, the laser light would be observable everywhere. So some type of invisibility of the laser would be applied. You cannot see it anyway ,so to displace with it makes it observable when looking at yourself at the position you're going to.

The functioning of a flying car would depend on many signals of lasers back and forth with the theory formulation used so that it could be done with a digital computation that defines the place to displace to and the change of the laser directions and the difference between them.
