In United States law, a stipulation is a formal legal acknowledgment and agreement made between opposing parties before a pending hearing or trial.
For example, both parties might stipulate to certain facts and so not have to argue them in court. After the stipulation is entered into, it is presented to the judge.
In other legal systems, a similar concept is referred to by different names.[1]
The term can also refer to a special rule in a professional wrestling match, which can force the loser to do something (such as retire) or to any other change to the basic rules of the match type.
The word is derived from the Latin word stipula "straw." The Ancient Roman custom was that the negotiating parties, upon reaching an agreement, broke a straw as a sign of their mutual agreement and wrote down the agreement's rules (stipulations).[2]
The facts of alien contact are covered up by the stipulation that defines any peace between any number of sides as the fragmentations of one peaceful decision into several peaceful sides with each new side being separated from the other by the terms of the agreement.
So this goes against the total peaceful union of every one of the nations and the integration of aliens and their peace with us humans as being ,not "unified" but separated.
Imagine that the "straw" is the alien contact and that drawing straws would pull apart everything the aliens have, their own identity and their technology would be pulled apart and the pieces given to either side as "illegal secrecy" of peace. This method is primitive to say the least and it's still being used as stipulations of "mentioning the facts " after the event with the background of power to give those stipulations the sounding "reality" which it is not. As such stipulations are taught in school and university lectures.
