The effect of the surge is that the basic expansion of the red point would act as a new gravity core for the Earth, so that in relation to Earths rotation and the blue dot on top would simulate the effects of a new level of water by the new incline as in the verticie or horizon depending on the angle of the incline and the new curve it makes as larger or smaller than the previous Earth level. By using this system, the simulation of new water gravity is possible. Basically the blue and red dots are graviton and anto graviton.

It is used in certain speculative theories, such as on the construction ofwormholes. The closest known real representative of such exotic matter is a region of pseudo-negative pressure density produced by the Casimir effect.
