The facts of the galaxy that is the "grand design" galaxy because of it's values as being fronted in it's position to our milky way has another candidate as the "face on galaxy".
It is this that started the search for the mean values between galaxy rotation speeds that made me question the mean rotation as it must be in terms of getting it right with the expansion or compression of the universe and that there has to be another theoretical explanation of the mean velocity and it's results as triangulative certainty of the "infinite and eternal universe" as based on higher speed triangulations than the positions of galaxies and the "beyond design"

cartwheel galaxy rotation time : its outer ring has a circular velocity of 217 km/s.[3]
hoags object rotation time computation :
The diameter of the 6 arcsecond inner core of the galaxy is about 17±0.7 kly (5.3±0.2 kpc) while the surrounding ring has an inner 28″ diameter of 75±3 kly (24.8±1.1 kpc) and an outer 45″ diameter of 121±4 kly (39.9±1.7 kpc),
it's velocity could be computed by the outer ring / outer ring.

This is the galaxy that Steven Hawking's based his theory of black holes on as it is the "grand design" galaxy with it's values , there is another however that is "face on" it is the, "face on galaxy" so lets continue to define the mean of the galaxies as being more than just "grand design" based.
The rotation velocity here could also be computed by the 30 000 000 divided by the 500 km/sec
=600 of some unit.
The problems of the other galactic values as the hoags object has the 3.1 as the mean value of the ring size as outer /inner, which together with the whirlpool

Picking up speed, the rotation squashes the clusters of stars flat forming a disk with a bulge at the centre. This spinning of galaxies continues even after their formation. Our Milky Way galaxy is one of these spinning structures and its entire disc of stars, gas and dust is rotating at around 168 miles per second.

As the universe evolves in expansion, the mean value should tend to the 1 unit as the mean of it= 0.5 of the infinity sign.

Basically it feels like Hawking's has been here before and his theory of black holes as the infinite rotation velocity of the mean of the universe and it's galaxies as the singularity,
However to be able to make mean measurements you have to displace to a galaxy and then back, so the mean is half of the singularity.
