As a kid i was part of an introduction to the water projects (1986-1987) that were
available for teenagers in high school.

Garbage ends up on our beaches every day.
The easiest method is to get teams of volounters
together and use the method of picking of the garbage each day
as the new garbagge comes floating in and repeating this
for some days so that the amount of waste is gradually
reduced as related to the distance out to sea that that the
line of garbage has been retreated. But the garbage gets there
anyway because of new production and waste disposal.
So here's the method to keep pace with the garbage.

The tubes increase water flow velocity as the water enters the tubes and increases the speed at which the garbage gets cleaned in the filters.
So you could use funnels for this as well as tubes.

These could float about in the ocean moving with the currents and having expandable type garbage bags that inflate with the amount of garbage collected so that these are later on retrieved and emptied to be used again.
